13 Reasons Why: Who Actually Answered Alex’s Phone?

Who was Zach talking to on the other end of the line in the season finale of the Netflix hit?
Of the many questions still troubling fans after the end of Season 1 of Netflix hit 13 Reasons Why, one of the most common one involves the characters of Alex and Zach or, more specifically, Alex's phone.

So, in the final episode of the season, Zach receives an ominous message from Alex simply reading 'Please Call'. When Zach does finally get on the phone, he discovers Alex has been rushed to hospital after taking a gunshot wound to the head. Which begs the question - just who did Zach talk to on the other end of the line?
Entertainment Weekly asked actor Ross Butler who plays Zach who had a fairly straightforward answer:
"I imagine it was his dad. Or maybe some police investigator on the scene, because Zach had been sending texts. I didn't think into it too much… He sent out a call and the scene cuts."
Fair enough, makes sense.
Although, why would emergency services speak to a random stranger calling the phone? And would the Dad, worried about his son, really be answering calls from friends? Could it instead be someone at the scene of the crime. Or a witness we already know? Or the shooter? Maybe season 2 will reveal something different...
13 Reasons Why looks set to return for a second season given the HUGE success of the current run. Author Jay Asher has already given his approval for any further adaptation of his beloved characters.
